Based on the position of Ukraine in the WTO and future membership in the EU, it stresses the need to implement further measures on the accession of Ukraine to the Scheme of varietal seed certification for international trade for the grasses, legumes, cruciferous, oilseeds and bast crops; to develop a clear mechanism for making royalty payments using the license and sub-license agreements and their registration by an independent accounting body, the supervision and control; to establish the state order for the creation of new plant varieties of domestic breeding, financing of state examination of plant varieties and government programs to support seed production.
